“Justice must both be swift and fair if it will be a positive factor in the development and progress of our country. Swiftness and fairness are the twin drivers of genuine justice, for one without the other cannot result in true justice,” Chief Justice Lucas P. Bersamin tells the officers and members of the Management Association of the Philippines during the MAP-Judicial Reform Initiative Joint General Membership Meeting on May 21, 2019 at the Makati Shangri-La, Makati City. 

Underscoring the Philippine Development Plan 2017-2022 crafted by the National Development Authority (NEDA) on the crucial role of the administration of justice in nation-building, Chief Justice Bersamin shares that the Judiciary has been implementing its own reform programs to further enhance judicial efficiency, decongest court dockets, and reduce delays. He says that these reform initiatives are a “solid testament to a willingness to review and adopt procedures fully responsive to our current and future needs and wants,” adding that everyone of us is a stakeholder of the justice system and that “[t]he delivery of swift and fair justice to our people is an investment that we must make.” (Photo caption by Annie Rose A.
