Chief Justice Lucas P. In his keynote address, Chief Justice Bersamin said that after his retirement, he will propose to Congress to amend Batas Pambansa 129 to vest in the Supreme Court the authority to station judges five years after their original appointment. He explained that presently, though the qualifications remain the same, judges have to apply and go through another round of screening process with the Judicial and Bar Council in order to be assigned to another station even at the same level.
