The Philippine Judicial Academy (PHILJA) and The Hague Academy of International Law (THAIL) officially signed the Terms of Reference for the conduct of a two-week program by the THAIL in the Philippines on July 14, 2023 at the Historical Reading Room of the Peace Palace Library in The Hague, the Netherlands.
PHILJA Chancellor and retired Supreme Court Associate Justice Rosmari D. Carandang and Secretary General Prof. Jean-Marc Thouvenin signed the Terms of Reference on behalf of the PHILJA and of THAIL, respectively.
Signing as witnesses were Senior Associate Justice Marvic M.V.F. Leonen and Philippine Ambassador to the Netherlands J. Eduardo Malaya.
Also present were Supreme Court Associate Justices Alfredo Benjamin S. Caguioa, Rodil V. Zalameda and Jose Midas P. Marquez, and Professor Linos-Alexander Scilianos, Member of the Curatorium of THAIL.
In his welcome remarks, Secretary General Thouvenin described THAIL’s engagements with the Philippines as “excellent, relevant and great,” noting the sizeable number of Filipinos attending its courses through the years. “It is high time for the Hague Academy and PHILJA to work together for a new program tailor-made for the Philippines,” he said.
PHILJA Chancellor Carandang responded that “this signing forges future collaboration between PHILJA and The Hague Academy, hopefully making this program a continuous and regular activity.”
Senior Associate Justice Leonen remarked that the forthcoming program is part of the Supreme Court of the Philippines’ “strategic road map of modernizing its procedures and system, continually upgrading the competence of its judges and court personnel, and making the judiciary more responsive to the needs of the Filipino people.”
Ambassador J. Eduardo Malaya mentioned that one can find within one modest compound facilities offering the international community a comprehensive range of options for the study of international law and the resolution of international disputes in the Peace Palace, where the International Court of Justice, Permanent Court of Arbitration and THAIL have their offices. “Thus, the Department of Foreign Affairs and the Philippine Embassy have exerted efforts to be supportive of the institutions in the Peace Palace, notably the Hague Academy,” said the Ambassador.
PHILJA’s Research, Publications and Linkages Office Chief Dean Sedfrey M. Candelaria and PHILJA’s Academic Affairs Office Chief Dean Emerito I. Engico, other members of the visiting delegation from the Philippine Judiciary, and Filipino lawyers attending THAIL’s Summer Course were likewise in attendance.
