

Coinciding with the World Mental Health Day on October 10, 2022, Chief Justice Alexander G. Gesmundo, together with Associate Justice Mario V. Lopez and Associate Justice Maria Filomena D. Singh, convened the Supreme Court Governing Council on Mental Health (SC GCMH) at the Session Hall of the Supreme Court.
The SC GCMH was established under Memorandum Order No. 150, Series of 2022 (“Renaming the ‘CJ C.A.R.E.S. Program’ to the ‘SC C.A.R.E.S. Program’ and Reconstituting the SC Governing Council for Mental Health”). The SC C.A.R.E.S Program endeavors to raise awareness on the importance of mental health in the Judiciary by providing education, assistance, guidance, intervention, and rehabilitation regarding mental health and wellbeing to court officers and personnel.
The Chief Justice noted that mental health is one of the aspects that is given significance in the Strategic Plan for Judicial Innovations 2022-2027 or SPJI. The SPJI is the institutional blueprint for judicial reforms and is designed to deliver performance excellence in the Judiciary. Under the SPJI, the Court will institutionalize a socialized health insurance system for officials and employees, and mandate subsidized annual physical and mental health examinations for them. Mental Health Units will also be established in different court levels and administrative offices.

The following resource persons were invited to share insights and first-hand testimonies on best practices regarding mental health and wellbeing in the workplace: Dr. Carolina Uno-Rayco, Executive Director of the Philippine Mental Health Association; Dr. Salvador Benjamin D. Vista, Member of the Philippine Psychiatric Association; Dr. Rory Myleen V. Tianzon-Franco, SC Resident Psychiatrist; and Maria Cecilia A. Cunanan, Gretchen Abejuela, and Joseph Bonifacio, Program Coordinators for the Center for Wellness, Crisis Hotline of the National Center for Mental Health.
