On July 10, 2024, representatives from the Supreme Court of the Philippines and the Philippine Judicial Academy (PHILJA) went on a work visit to the Permanent Court of Arbitration (PCA) in the Hague, Netherlands. During the visit, the Philippine delegation, headed by Associate Justice Maria Filomena D. Singh, met with key officials of the PCA to learn more about the history, organizational structure, and functions of the institution.
Established in 1899, the PCA is an intergovernmental organization committed to provide the international community with various dispute resolution methods. Atty. Sandra Mae T. Magalang, Assistant Legal Counsel at PCA, discussed with the Philippine delegation the types of proceedings conducted by the institution including arbitration, commissions of inquiry, mediation, and conciliation, among others.
Through this work visit, the Philippine delegation gained invaluable insights about the various forms of dispute resolution the PCA is involved in, including commercial arbitration. These learnings come at an opportune time given that the Supreme Court is revising its Rules of Civil Procedure, and introducing a new rule on mandatory resort to alternative dispute resolution prior to court filing of civil cases.
