Supreme Court and Pag-IBIG Forge Historic Partnership to Empower Judiciary Employees with Access to Affordable Housing Solutions

Chief Justice Alexander G. Gesmundo led the signing of a Memorandum of Understanding (MOU) between the Supreme Court and the Home Development Mutual Fund (HDMF Pag-IBIG) at the Session Hall of the Supreme Court in Ermita, Manila on January 24, 2024.
“Justice begins at home”, Chief Justice Gesmundo declared. “This institution is a bastion of rights, and it is only fitting that we lead by example in upholding and advancing the rights of those within the institution—including, through this undertaking, the right to adequate housing.”
The MOU which was initiated by Senior Associate Justice Marvic M.V.F. Leonen aims, among others, at assisting SC employees in acquiring housing and accessing the necessary loans and services through the Pag-IBIG’s programs.
With the MOU, the Supreme Court (SC) undertakes to implement a Group Sale of Real and Other Properties Acquired (ROPA) Program where it shall facilitate and assist SC employees in identifying their preferred property from the list given by the Home Development Mutual Fund (HDMF) of Pag-IBIG Fund acquired assets (AAs) or home-matching among available inventories of Pag-IBIG Fund’s accredited developers.
HDMF Pag-IBIG will also extend individual housing loans to qualified SC employees, subject to its prevailing housing loan policies and guidelines. In line with this, a Collection Servicing Agreement will be set up with the SC for the collection of the monthly housing loan amortization of its employees who joined the group sale.
SAJ Leonen emphasized that the project does not entail any fund use from the Judiciary and avails of the usual programs of Pag-IBIG for the entire government. He also pointed to the timeliness of this development as the Supreme Court anticipates its relocation in the coming year, adding “Housing is a very important human need and we hope that while you are with the Judiciary, you are able to actively build your own in a place that you desire so that you have something to leave for your children and grandchildren.”
Pag-IBIG Fund Executive Officer Marilene C. Acosta said that they are looking forward to assisting Court employees in being able to facilitate their acquisition. She further explained the Group Sale of Real and Other Properties Acquired (ROPA) Program which could benefit members by as much as 45% of the property’s cost, as well as the everyday perks of the Pag-IBIG membership card itself.
Chief Justice Gesmundo hopes that the signing of the MOU stands as a clear testament to the determination of the magistrates of the Court to stay attentive and responsive to the court employees’ needs and interests, so that in turn, they provide better service to the Supreme Court, our justice system, and our people.
